Description:

A closed-source project, NTR CFW started as a CFW in the same sense of others like Luma3DS, booted through Ninjhax, but later changed, being booted from BootNTR (which is open-source), which is installed to the Home Menu and thus requires something like the previously mentioned Luma3DS to run.

NTR CFW allows plugins, cheats, etc. to be used in titles, as well as streaming video (on a New 3DS family console only) starting at 3.4 Preview 1 and overlay plugins at 3.4 Preview 3. An example of an overlay plugin is the Clock NTR Plugin by cell9.
